Alan,

Do you get this error when using this CD attempting to install on a machine directly or just when attempting to install it on a virtual machine? Is this copy of XP one that you purchased in a box or one that came with the computer?

Can you please try making an image of the CD-ROM using the following command:
$ dd if=/dev/cdrom of=~/windowsxp.iso
Then point virt-mnager to the ISO and let me know if you have the same issue.
