Just chiming in to say that I am experiencing this problem on a fresh install of Kubuntu 20.04. I previously experienced it on a forced upgrade from 19.10->20.04; I thought perhaps the upgrade process was too premature so I wiped and started fresh. Still broken. Sometimes it works, sometimes it doesn't. I find I often have to hit CTRL+C twice to get it to work.

My observations are that the clipboard manager actually has the contents I'm looking for. It just sometimes refuses to paste them. It doesn't seem to be a keyboard issue, because I can press CTRL+C, CTRL+V, and the paste wont work no matter how many times I press CTRL+V. But if I open the clipboard manager in the tray, I can see clearly that it "copied" the value I wanted into the clipboard. If I then select that value using the GUI, suddenly CTRL+V will now paste the item.

So, FWIW, it may not be anything to do with keyboard race conditions so much as a core fundamental problem with the clipboard manager. I did not have these problems with 18.04, 19.04, or 19.10, and my hardware has not changed between versions.

Also want to note that I'm also having strange selection behavior in GTK+ apps. Selections won't hold most of the time - I'll select the text, and the second I let go of the SHIFT key, the selection disappears. Very, very frustrating.
