@mb: Running it manually means opening a terminal and writing "sudo dpkg --configure -a"
Regarding the original bug report, it seems it is about Ubuntu 7.10 so I set it to Incomplete pending a report of it being relevant on a currently supported version of Ubuntu. Please note that bug reports that are not in English are a lot less likely to get attention.
