So the issue was that updating the message once the check responds was indeed disabled upstream, but the check was still being done -- I'll fix this by disabling that webservices check altogether, since it's not giving any benefits as it is now and the underlying IPv4/IPv6 connectivity issue hasn't yet been resolved.
