Comment 0 for bug 1767978

18.04 was newly installed.
and i applied "highlight Comment temp=bold cterm=bold ctermfg=4" to the /etc/vim/vimrc but it doesn't work.
i also tried to /etc/vim/vimrc.local, but it was the same way.
