Should it return nonzero since it failed? It could also give the user a message when it fails to start saying that they must enable it by uncommenting VARNISHNCSA_ENABLED=1. The varnishncsa startup script returns 0 if "VARNISHNCSA_ENABLED=1" is not uncommented in /etc/default/varnishncsa and you try to start it. Should it return nonzero since it failed? It could also give the user a message when it fails to start saying that they must enable it by uncommenting VARNISHNCSA_ENABLED=1.
