Bug Description
The varnishncsa startup script returns 0 if "VARNISHNCSA_
It could also give the user a message when it fails to start saying that they must enable it by uncommenting VARNISHNCSA_

Newer varnish releases have had start up scripts reviewed by packagers as well as being adapted to work better with upstart and follow nowadays systemd policies for fedora and debian. This bug should now be closed.
