As mentioned, while the current issue is a result of ubiquity, the proper solution as mentioned by Saïvann Carignan is for usplash to detect the resolution each time on startup, and as such it SHOULD also be a bug against usplash. I don't see why that is invalid.
This also affects a very large number of users and IS significant from a QA point of view, I believe Low would be grossly inappropriate and they both should be High, as they were previously.
