I opened bug #991004 to have the compat package in Ubuntu. Then installed it manually as described there. Now I have:

$ ldd /usr/sbin/usb_modeswitch
 linux-gate.so.1 => (0xb7769000)
 libusb-0.1.so.4 => /usr/local/lib/libusb-0.1.so.4 (0xb7742000)
 libc.so.6 => /lib/i386-linux-gnu/libc.so.6 (0xb759d000)
 libusb-1.0.so.0 => /lib/i386-linux-gnu/libusb-1.0.so.0 (0xb758c000)
 /lib/ld-linux.so.2 (0xb776a000)
 librt.so.1 => /lib/i386-linux-gnu/librt.so.1 (0xb7583000)
 libpthread.so.0 => /lib/i386-linux-gnu/libpthread.so.0 (0xb7568000)

so the compat version in /usr/local/lib is used, but it still fails:
