I had to carry out the following manually to get the GSM signals to work

/usr/share/urfkill/scripts/flight-mode 1
# restart to write values in saved-state
restart urfkill
/usr/share/urfkill/scripts/flight-mode 0
# restart to write values in saved-state
restart urfkill
