Marking Importance of Low, as this only so far has seemed to affect 1 user, and 10 seconds actually isn't that long if you have a lot of data to write to the disk.
Also, Pavol, if you are still affected by this, can you switch on info level logging from upstart before a restart. In a terminal:
sudo initctl log-priority info
And then attach the resulting /var/log/daemon.log (just the pieces from after the reboot, please)
