Yes, we can make Upstart perform more frequent rotations, but I think we need to understand why your log is growing so fast: yours seems to be growing at ~32MB / day, mine grows at ~100k.

Taking a slighly longer peek, it appears that ~30% of the log relates to google content (talk/chat/hangouts?)
