Workaround from http://ubuntuforums.org/showthread.php?t=1305081 -- in /usr/share/polkit-1/actions/org.freedesktop.devicekit.power.policy, find the
<allow_active>yes</allow_active>
lines, and change the "yes" to "no". Save the file and reboot. (Yes, you do have to edit the file -- the pre-Karmic "Authorizations" gui is gone.)
Suspend and hibernate still appear in the logout menu, but all they do is lock the screen.
