This is because update-notifier attaches the libnotify notifications to a tray icon - there was a similar issue in empathy too

affects: gnome-panel (Ubuntu) → update-notifier (Ubuntu)

I am also effected by a black bar although slightly larger in width. I also noticed the right clicking on the panel to bring up the properties and then expanding the size of the bar by a couple of pixels would cause the bar to disappear. Afterwards you can reduce the width down again to it's normal value.

Can someone close this as WONTFIX? I didn't notice this in newer versions and Lucid's EOL is this almost there.
