From what I've been told, during the large cron.daily spikes, it's mostly Trusty clients. This is due to Trusty having /etc/cron.daily/apt and ubuntu-advantage-tools ships out an apt hook - /etc/apt/apt.conf.d/20apt-esm-hook.conf.
Any chance we could randomise that to ensure not all clients hit us all at once?
