If "system program" crashes displayed dialog for sending report (/usr/lib/update-notifier/system-crash-notification process) doesn't appears in launcher (no window icon) and in Alt+Tab menu, so if I switch to other window that completely overlaps dialog it becomes problematic to get error reporting dialog foreground.

To reproduce:
1. Make "system program" crash, e.g.

# cat /dev/zero > /dev/null &
[1] 804 7
# kill -SEGV 8047

2. "System program problem detected" dialog appears.

Expected behaviour: dialog window should have icon in launcher and be accessible through Alt+Tab.
Observer behaviour: dialog is not shown in launcher and not available in Alt+Tab or Ctrl+Alt+Tab lists.
