Several things I notice in this bug report:
1) "2006-10-06 11:43:03,283 DEBUG Can't mark 'ubuntu-desktop' for upgrade (E:Unable to correct problems, you have held broken packages.)"
You have marked some packages at Hold status. APT front-ends need you to manually unlock those packages, before they can proceed.
2) You are talking about upgrade-manager.
There is no such package. You probably meant update-manager and the logs you showed are indeed consistent with that application's log output.
