Bug Description
In Karmic.
There is a notification-area icon (from update-notifier?) which claims that “The update information is outdated” This is not correct; I’ve (manually) updated the package list earlier today, using aptitude.
In addition, when I click on the icon, update-manager is of launched. It claims “The package information was last updated 8 days ago.” This is of course also incorrect.
In Software Sources, I have “Automatic updates” set to check for updates daily.
If I click “Check” in update manager, it will report that “The package information was last updated less than one hour ago.” but the icon will eventually return, despite the fact that I manually check for updates approximately daily.

I also suffer from this bug (Karmic 32bit). I always use aptitude to update.
