Based on testing I've done, it appears this fix addresses the issue on Intrepid; however, on kubuntu upgrades from hardy -> jaunty, I'm still seeing guidance-power-manager installed:

I've reproduced this by converting jriddell's 8.04->9.04 script at http://people.ubuntu.com/~jriddell/9.04-upgrade/kubuntu-8.04-to-9.04-beta-upgrade to point at the jaunty-proposed code and have attached /var/log/dist-upgrade/main.log from the attempt.

(I assume not publishing the update to http://archive.ubuntu.com/ubuntu/dists/{jaunty,jaunty-updates}/main/dist-upgrader-all/current/jaunty.tar.gz was intentional?)
