during the https://blueprints.edge.launchpad.net/ubuntu/+spec/jaunty-desktop-network-changing blueprint discussions it was identified that update-manager lacks a proper integration:

 1. trigger update of Packages list when network-manager becomes available
 2. optional: allow users to opt-out of doing that on 3G connections
