Whether it is ubuntu's fault or not, there needs to be a fix. Throwing up your hands just makes it impossible for a lot of people to use Ubuntu.
Apt-get on Ubuntu is too fragile right now, and breaks whenever anyone sneezes in its general direction. Transparent proxies are a fact of life for most companies. If canonical wants people to use ubuntu in an enterprise setting, they need to fix it.
