I'm still see this issue regularly. In the case I just had, reloading would
always fail until I used 'sudo apt-get Acquire::http::BrokenProxy=True'. I'll
try this again next time I see the issue, as this might have just been luck.
I'll attach apt-http.log from the debug run (there are other logs from me
attached to similar bugs, but I'm now with a new ISP).
