I just want to say I was able to complete the upgrade after using the following commands I found on the forums:
sudo dpkg --configure -a sudo apt-get autoclean sudo apt-get update sudo apt-get -f install
Once I completed these steps, I ran the update-manager again and it worked fine. I'm not sure if that helps with the bug, but maybe it's something.
