In Bionic virtual machine installed .23 from proposed, did

--->
ua detach --assume-yes
apt update
apt upgrade
apt install hello
update-manager
<---

and confirmed that update-manager just says "The software on this computer is up to date. However, Ubuntu 20.04.6 LTS is now available (you have 18.04)."
