update-manager "show details" only opens a 1 line display

Bug Description

When I click on the "details" option while installing software updates, the window expands to a good size but the actual terminal display (showing apt or dpkg output) is limited to only 1 line in height, so you can't really see what is going on. Expanding the window doesn't affect the size of the terminal display.

Expected behaviour: the terminal display showing the output should expand to fill the window size, so you can read more than one line of what's happening.

I've had this for at least 4 weeks with 16.04.1. It seems like it started after I had to downgrade nvidia-* due to https://bugs.launchpad.net/ubuntu/+source/nvidia-graphics-drivers-304/+bug/1639180 and tried various things like installing gnome-flashback and Gnome3. To be clear Unity is what I select on the login screen.
