update-manager stopped in the middle, probably because of suspend or sleep (not network down)

Bug Description
Just the facts (I wrote an even longer bug-report and launchpad ate it..):
ubuntu-bug asked if this was related to version update. I said no - should I have said yes? Note, I've used update-manager a few times without this and never happened in 12.04 and older I've used over the years.
