I have the same problem. I just tried to upgrade 7.10 with a dist-upgrade, and it offered to do a partial upgrade which failed with 'could not calculate the upgrade' message, citing to report a bug against the 'update-manager' package and to include the files in /var/log/dist-upgrade/ in the bug report. Here they are:
