Specifically, Debian policy says this about the one-line description synopsis: "Remember that in many situations the user may only see the synopsis line - make it as informative as you can. " Clearly "transitional dummy package" could not be described as informative.
Most of these transitional packages can be identified by "Section: oldlibs", so we could actually group them separately if we wanted to.
