This report was marked being a duplicate of https://bugs.launchpad.net/ubuntu/+source/unattended-upgrades/+bug/1624644. But it is not specifically about unattended-upgrades; various upgrade mechanisms run into this same issue. Hence this bug report not a duplicate.
