Partial upgrade dialog contains confusing "continue"/"partial upgrade" buttons

Bug Description

I wondered when I first got this dialog what "continue" and "partial upgrade" (and cancel) buttons means. I suspect that "partial upgrade" means "apt-get dist-upgrade" and "continue" means "apt-get upgrade", but I wan unsure, and unexperienced users are probably confused about what to choose (probably partial upgrade?).
