update-manager can't be brought to the front by clicking in the launcher

Bug Description
Periodically, when there are new updates available, the update-manager icon appears in the Unity launcher on the left hand side of my screen. It has the blue "attention requested" triangle on the left, and a number in the top right, presumably indicating the number of packages with updates. However, clicking on this icon does nothing, whereas I would expect the update-manager to be brought to the front so that I can install the updates.
As a workaround, I have to do: "killall update-manger; sudo update-manager" which brings up the update-manager window fine, and lets me install the updates.
I don't think that I've seen this problem with any other applications, hence reporting it against update-manager rather than unity.
