It is generally recommended that users of Ubuntu 10.04 LTS wait until the first point release, due in August, before upgrading.
The Upgrade information will not "pop-up" until 12.04.1 This decision was made by rhe board of Ubuntu-Developers on request by several Ubuntu-Users. The decision was taken in order to provide a better user-experience for LTS-users, especially in terms of reliabilty.
Let me just point out to you as Kubuntu driver: Since April there were 2 bugfix releases of the KDE-Version, and the third is on it's way (each between 200-300 MB)
Since this mechanism should function also for the next three shortterm releases, I would assume the given behaviour is the exspected behaviour.

Finding the right package tells me this bugreport should be made up against moun-updater.
