I'd argue rather that it isn't a *critical* bug. But it is a UI bug,
unless I am uniquely bad at interpreting these kinds of statements.
In general, if what you're doing is presenting a choice between
restarting the system and not, this would be best put as "restart the
system now [yN]?" (with some preceeding explanation) as opposed to "some
talk about restarting the system" followed by "Continue [unspecified
action/process that might or might not be restarting the system] [yN]?"
On the other hand if you're *not* asking about restarting the system,
then it's unhelpful to have talk about restarting the system and then
ask "Continue [something else entirely] [yN]?" because it's hard to work
out what the something else might be.
