A: Probably never. The license of the free unrar source code prohibits
making a tool that can create RAR compatible archives.

This restriction would be clearly incompatible with the GPL, so if the source
code was released under "the GNU GPL with the restriction to not use the code to
reverse engineer the process of creating rar archives", then we clearly have a
problem.
