Well, it was because nobody has done the reversed engineered the rar v3 format. Because libclamav had have documented very well that the code they use was taken from freeware unrar, it was added to unrar-free.

About the p7zip-unrar, of course, it is not free. There is no free-as-freedom software for decompressing the rar v3 format.
