[wizard] it's slow to move from language to security page

Bug Description

After you select language on the first page of the wizard, and click the continue button, its feels slow to open the next page. It takes more than 1 second, sometimes close to 3.
The button is left pressed and you have enough time to wonder for a second if it got stuck. As this is the first page, we need the transition from one page to the other to be smooth.

Thanks, setting as low priority, it's not likely that we get to optimization items in the near futur seeing the work remaining to do

Being more responsive is more important than being fast. Optimization would help, but on a slow device it wouldn't solve the problem of *feeling* slow.

Perhaps the first-run setup could follow a pattern similar to -- or exactly the same as -- the one I specified for System Settings. <https://wiki.ubuntu.com/SystemSettings#navigation-feedback> That is, if the next screen hasn't loaded within two seconds of you tapping the button, the screen appears anyway, just without any contents. After another three seconds, if it still hasn't loaded, as a last resort, a spinner appears in the middle of the screen.
