Departments get confused / break when going from a subdepartment of Apps (click scope) to same subdepartment of Store (click store scope) via a canned query. Department ids of both scopes are the same (if this is significant at all).

Prerequisites:
1) click scope must be build from the following branches merged alltogether:
lp:~stolowski/unity-scope-click/local-departments-store-link
lp:~stolowski/unity-scope-click/provide-default-db
lp:~stolowski/unity-scope-click/use-local-departments
2) Install the resulting debs and reboot the phone.

Steps to reproduce:
1) Open Apps.
2) Go to Internet department
3) Click the orange 'Ubuntu store' icon at the bottom (its category title should say "Get more apps like thisfrom the Store").
4) You should be presented with the 'Top interent Apps' category of the store, and department tree has only "All Departments" and "Internet" subdepartment. It's not possible to navigate to the root of the store from it.
