Webcam option not appearing when connecting a Webcam

Bug Description
When I connect a webcam (Tried 3 different types that worked 3 days ago) they appear on the Upper-Right Cog menu above the option for Printers.
As of today, in all 3 PCs I tested the option is not appearing with any of the webcams.

I should add that the webcam does work with Cheese for example. The only problem is that the webcam option does not appear when the webcam is connected.
