Icons of currently installing applications should go to Software Center installation screen when selected in the launcher

Bug Description
A new behaviour of Unity 5.8 is to animatedly move the icon of an application being installed in the Software Center to the dash. This is quite a good idea but it falls apart when clicking on said icon doesn't actually do anything during installation. While installing, it should go to the installation progress page of the Software Center. When the installation is complete, it should launch the application instead.

This isn't a duplicate. It, to the contrary, depends on the installation animation in Bug 676453. I have removed the duplicate status.
