If the app is a favorite app (is blocked in the launcher) or if it has two or more windows open at the same time, it does show on Alt+Tab.

I also noted that if I open a second instance of an app that is not blocked on the launcher and the close it (keeping the original window open) the app will properly appear on Alt+Tab.

Otherwise, Alt+Tab will only show the app on focus and the desktop.
