As already reported to Jay Taoko: when launching ccsm, going to Unity -> Experimental and modifying the Panel Opacity setting (which is set to 1.0 by default on my system) the following results can be seen:
Values 0.0 and 1.0: panel completely transparent, no blurr effect on the background
Values in-between: panel completely transparent, blurr effect on the backround
