Using the unity-window-decorator in ubuntu it's possible to shade a window using the mouse wheel over it, but this is not possible using the top panel.

1) Open a restored window
2) Use the mouse wheel in "up" direction over the window decoration
3) The window should shade.
4) Grab the shaded window decoration with mouse and drag it over the panel
5) The shaded window is maximized while still stay shaded.
6) Use the mouser wheel in "down" direction over the top panel

Desired behavior:
 7) The window should show again.

There's some incoherency here, so or we disable the shade at all, or we enable it in the panel too.
