Unity (and 2D) disintegrates when the network is stopped

Bug Description
Unity, and Unity 2D, disintegrates when the network is stopped. Some, but not all, icons disappear from the indicators, some, but not all, entries disappear from the launcher. The exact same thing happens with both shells.
On the launcher, the Ubuntu button, Firefox and Ubuntu one remains. All the others disappear, but they are still useable. In the indicator area, the power cog, sound indicator and network indicator disappears. For nm to disappear is not surprising, but audio and power cog?
Also, the panels turn unthemed and the global menus loose its icons. (gets a document with a red x in it instead). I suppose this must have something to do with dbus?
This is completely consistent on all computers I've used with 11.10. Just run sudo /etc/init.
