Moving and activating windows across workspaces is broken

Bug Description
1) Open up multiple terminal windows.
2) Select the workspaces icon in the launcher.
3) Drag one terminal to another workspace.
4) Click on the terminal icon in the launcher to show all terminal windows.
5) Click on a terminal window that is open in another workspace.
6) About half to three-quarters of the time, that window will gain focus, but the workspace will not be switched, leaving the user on the current workspace with an invisible focused window.

I have noticed a similar problem without needing multiple instances of terminal, and filed bug #876672 which I believe is related.
