It cannot be intentional because the "work-around" has stopped working, too.
The work-around option for moving an open program window to another screen is to drag-and-drop beyond the confines of the current window, switch to the new window, and finish dragging the program.
Well, the program's top bar gets "stuck' in the old screen.

If this is somehow intentional, if it does eliminate a keystroke command and replace it with only a drag-and-drop option (which I doubt) I would like to register an objection because dragging mouse commands are uncomfortable and slower, especially for those on laptops with touchpads.
