This happened to me today when I enabled the "Resize Info" plugin.

Incidentally, one interesting thing not mentioned before is that the top panel is drawn correctly *during* the workspace switch animation, and then disappears again.

A workaround is to restart unity with Alt+F2 unity <Enter> -- better than rebooting anyway.
