Compiz offer an option to blur transparent objects like docks or "any"... for compiz Unity Launcher is a Dock but the blur effect in unity (launcher, panel) is broken.
Also if you edit the unity.css theme to transparent colors the blur still fails.

Ubuntu version: updated 12.04
Graphics: Ati 4250 with Catalys updated
