The behaviour of dconf-editor in this situation is rather odd. The change to button-layout only seems to have the desired effect if it is input without quotes, neither single nor double. This is odd because the other strings in org/gnome/desktop/wm/preferences have single quotes.
On my system if the button-layout string is input with qoutes the effect seems to the same as ":minimize,maximise" even though the string is in fact "menu:minimize,maximise,close."
If in doubt use gsettings set org.gnome.desktop.wm.preferences button-layout '<string>'
which seems reliable.
By the way I am using gnome-session- fallback (classic) mode.
