A random window becomes impossible to bring to front. Once minimized, becomes completely unaccessible

Bug Description
I have a terminal window open right now.
First it became impossible to bring to front.
Clicking on its icon in the launcher does absolutely nothing.
Alt-tabbing to select it produces the following result: the previously focused window looses focus, but the terminal window is not brought to front.
The only way to access the window was to manually minimize or move all other window until I could click on the terminal window, then it would work.
Then I minimized it, just to try. And now there's no way on earth I can restore it, give it focus and bring it to front. What is worst, I can't even launch a new terminal, because clicking on the launcher icon doesn't restore it, and without the terminal window on front I can't access the menu from which I could open a new one.
The move to Unity was a colossal disaster in Ubuntu, and now every upgrade only brings new regressions.

Oh well there was a solution to open a new terminal: right click on the launcher icon and select Quit.
But imagine this happens with a program other than Terminal and that you have unsaved data. That would be DATA LOSS. Please take it into account when setting the importance of this bug, definitely not less than Critical.
