Steps to reproduce:

1. Mouseover any pinned item (essentially, you should see the tooltip) on the launcher.
2. Press Super key until Keyboard shortcut overlay appears.
3. Note how the tooltip now appears along with the overlay even if the mouse cursor is not exactly over the launcher. (See screenshot.)

What should actually happen:

When the keyboard shortcut overlay appears, the tooltip should not appear unless the mouse cursor is actually over the launcher item.

This bug is a regression. I can't reproduce this bug in 12.04. (See second screenshot).
